作为母亲的本人持T5签证已在英国，但申请小孩的t5 dependant被拒，该怎么重新申请？

信里说这么说的：You father has not applied for entry leave to join you and your mother in the UK. I am therefore not satisfied that both your parents are lawfully present in the uk or being granted entry clearance at the same time as you, or the one parent is lawfully present in the UK and the other is being granted entry clearance at the same time as you.
Your application has therefor been refused under paragraph 319(H) of the Immigration Rules. 是说孩子父亲也要一起申请吗？
如果我要重新申请小孩签证，你们可以代办吗？
